Chris Plumley

Chris is a lawyer and partner with international law firm, Trowers & Hamlins. He is an award winning and highly regarded practitioner who specialises in large-scale, public sector led regeneration and mixed use development projects. With over 25 years-experience supporting Midlands and national clients he is particularly noted for unlocking stalled sites or delivering complex multi-party developments.

He works alongside council officers, members, commercial, surveying, financial and property teams to plan and prepare the legal structures and governance arrangements for such projects. He will then lead a legal team to deliver schemes from inception to completion. Recent work includes supporting the collaboration for UK Central Hub – one of the Midlands largest regeneration schemes to be built around HS2. He is also working on numerous housing delivery and estate regeneration projects in the region.

With many big and politically sensitive projects to his name Chris has established a national reputation within the regeneration market. This is noted in the legal directories as a “Leading Individual” and is the 2023 Birmingham Law Society “Partner of the Year” recognising his legal work and wider community contributions.  Chris and his team have helped clients to deliver thousands of new homes, employment opportunities, leisure, community space and revitalise market neglected areas of the region.

Chris has published many industry articles, delivered numerous training and keynote addresses, contributed to Lexis Nexis, The Encyclopaedia of Local Authority Companies and Partnerships, The Terrier, The MJ and localgovernmentlawyer.com. He is also a decent singer and mediocre guitarist.
